Hongkong, 7th. November, 1918.
K. M. Lots 29, 30 and 31.
With reference to our letter of the 8th. September last we now enclose you a sketch plan of the Lots shewing their subdivisions, each different colour representing a different owner. Although we believe this sketch to be accurate it must not be taken as committing the owners to anything as it is simply sent for the purpose of shewing the present sub-divisi- -ons of the Lots and of supplementing this letter.
2.
As pointed out in our previous letter (para- -graph 7) the wording of Section 12 of the Ordinance refers to claims put forward by owners of any "Section of Subsection" having a frontage on Reclamation Street". It appears that these lots are now split up into numerous sections and subsections some of which front on Reclamation Street alone, some on Shanghai Street alone, and some carry right through from Reclamation Street to Shanghai Street.

The works contemplated by the Ordinance ij injuriously affect both the sections fronting on Reclamation Street and the sections fronting on Shanghai Street and, where a section fronts on both streets, the whole of the section.
If the literal wording of the Ordinance is to be followed regarding claims made under it the claims of possibly those owners only whose sections front on Reclamation Street come under its provisions and they are entitled to claim for the injurious affecting of the whole of their sections whether such sections front on Reclamation Street only or whether they front in addition on Shanghai Street, while the claims of those owners who front on Shanghai Street only do not appear to come within its provisions.
5.
We do not suppose it is the intention of the Government to repudiate claims in respect of Sections fronting
